Since 1989 we have been helping the elderly and individuals with disabilities to receive personal care and household assistance in their own homes throughout Snohomish County. Our services provide individuals the support they need to remain in familiar and comfortable surroundings without sacrificing health, safety, or independence. We welcome all individuals, both adults and children, requiring care.

Sunrise Home Care Agency is licensed and contracted to provide the full spectrum of traditional Home Care services; Private Care or the state funded services of COPES (Community Options Program Entry System), Medicaid Personal Care, and In-Home Respite. Sunrise Home Care Agency works with a variety of funding options to bring people the care that best meets their needs. We welcome private-paid care contracts in addition to state-funded care, and are happy to work with you to find funding solutions. Sunrise Home Care is also active in advocating for the needs of others, and for improvements to the home care system in Washington State. 

Participants direct and control their own home care routines to meet their own specific needs and preferences. Caregiving can be provided from as little as two hours to around the clock services. Our friendly and well-trained Home Care Aides can provide assistance with personal care and household tasks such as: 

  • Bathing
  • Dressing
  • Hygiene
  • Eating
  • Toileting
  • Medication supervision
  • Protective supervision
  • Transfers
  • Ambulation
  • Laundry
  • Housework
  • Meal preparation
  • Shopping
  • Transportation to health services

In 1998 we established our innovative Enhanced Home Care program at Broadway Plaza, located in Everett. This program provides the same tasks as Traditional Home Care, but over a broad range of hours, 7 days a week, using a team of Home Care Aides. Enhanced Home Care was recognized by Governor Locke in 1999 as an outstanding leader in the state for Quality Improvement of services to our elders.

We place a high value on matching individuals with compatible Home Care Aides, and on the comfort and stability of these relationships. All Home Care Aides are interviewed and screened with reference and background checks prior to hire. Each Sunrise Home Care aide receives the maximum training required by the State of Washington, as well as additional training to meet our agency requirements to keep their caregiving skills and knowledge fresh and up to date.

Supervisors provide in-home client and home care aide supervision, in-home assessments, and emergency services in addition to daily contact with clients, Home Care Aides and case managers. In addition, Sunrise Home Care Agency has Registered Nurse and Licensed Practical Nurse supervisors to provide medical expertise. Our supervisors' experience in long term care is invaluable in the design and implementation of individual in-home plans of care.

Sunrise Home Care Agency has a complete Caregiver Training Program. In the last five years we've trained over 5000 caregivers in the necessary skills to provide excellent care. We welcome caregivers from adult family homes, boarding homes, and fellow agencies, and individual providers and family caregivers.

Respite care is a way to provide relief and support to family and friends who are caring for loved ones with all types of mental or physical functional disabilities at home. Over 80% of the care provided to adults with disabilities, to allow them to remain at home, is freely given by families, friends, and neighbors. Most caregivers receive a great deal of satisfaction from caring for a loved one with disabilities, but the extraordinary and intensive demands of providing ongoing care to a spouse, family member or friend can exhaust the mental, physical and emotional resources of the family caregiver. Respite care focuses on the needs of caregivers, and can provide them with the time to take care of themselves, to prevent burnout and to allow them to maintain a healthy, well-balanced life. Respite is a way to help the helpers, and thus help improve and extend the care given to the person with disabilities at home, reducing the risk that caregivers will have to prematurely or unnecessarily place their loved one in a nursing home. Respite care is available to cover illness or emergency situations, time to conduct personal business, or simply time away for relaxation and renewal. 

Respite care services are available to those who: 
  • Are caring for an adult, 18 years of age or older, with disabilities
  • Are providing continuous care or supervision (16 hours or more in a 24 hour period)
  • Are not being paid for the care that they provide
  • Are at risk of institutionalizing their loved one if they do not receive some type of respite from caregiving.

(Community Options Program Entry System)


The COPES program enables adults in need of nursing care to receive the required care in their home or other setting (adult family home, congregate care facility or assisted living). The program is funded through the Medicaid program, and allows for the individual to choose their care provider and provides for ongoing case management. Our program is open to all adults who qualify for COPES.


Medicaid Personal Care is an in-home care program for Medicaid eligible adults who need assistance with personal care and household tasks to maintain their health and safety.
